Much has been made of the rapid industrial progress of Indonesia over the past thirty years, but much less noticed has been the steady and dramatic deterioration of the urban environments of its cities. This monograph documents the state of urban services in Jakarta. Not only have the overall provision of drinking water, waste water treatment, and solid waste disposal failed to keep pace with the population growth of the city, but the provision of these services has become increasingly inequitable. The poor get less, the very group that has the most difficulty acquiring privately what the government does not provide; and the poor often end up paying more for a lower quality and quantity of service.
