The East River Tidal Barrage would consist essentially of tide gates in the East River (a tidal estuary) that would be used to improve water quality by altering the circulation patterns in the waterways around New York City. Such a structure might also serve other purposes: as a bridge, to mount water turbines to generate electricity, and as a place for the public to enjoy the waterfront. The presentations in this volume give shape to this concept and examine its merits. Contributors and commentators are drawn from a variety of engineering firms and from various governmental agencies and non-governmental groups concerned with the effects of this type of construction on marine ecology and the social environment.
