The rapidity with which events have changed, is singularly illustrated by the diverse effects which have been produced in the minds of foreigners. Separated from us by the great sea, they have been removed from the excitements and confusions in which we have daily lived, and they have viewed the events trans piring here in the aggregate, and not as we have, in many and contradictory particulars. The tidings of one week, which have given grief to our friends and joy to our enemies abroad, have been followed in the succeeding week by other tidings, which have given joy to friends and grief to enemies.
