The two witches still unable to cast spells on Merganser Merk McNeap because of their own actions, recruit yet another and even nastier witch to harass him as punishment.
Merk finds that all city residents are now required to swear a loosely-worded oath of loyalty in order to use standard city services. He first finds a way around this, then publicly questions it, and finally announces he will run for a seat on City Council to change it.
The new witch's curse forces Merk to do a silly-walk to get around. He soon avoids the new witch since she must see him directly for this curse to affect him.
He learns what will end this spell, does that, and is freed. But he keeps doing silly-walks in public since they are now his free campaign attention-getter that many citizens now do.
His success in becoming wider recognized and respected flips the local TV station showing his silly moves to ratings peaks, and the political team in city hall that wanted all to see and laugh at him over to no longer wanting him seen or mentioned while not eager to have the incumbent show how poor he is at public relations.
When the angry new witch deliberately puts Merk in lethal danger, his wife must try to save him even if it puts the witch in danger. If he survives that, will he win the election? And how will that change his life?
