Are we to understand by the solemn teaching of the Church in 1862 that a peculiar design or ruling of Divine Providence raises the Civil Principality above the ordinary moral order of society, and transfers it to the supernatural order? Or are we free to hold that, in spite of such particular design of Divine Providence, and special dispo sitiou of God, the Civil Principality remains subject to the natural laws which govern the moral world, and hence to the ebb and ?ow of the affairs of men?
