Excerpt from The Anti-Slavery Reporter, Vol. 4: June 25, 1831
And order TO restilun Ansi'rnaur punishment, be it further enacted, that no slave, on any plantation or settlement, or in any of the workhouses or gaols of this Island, shall receive any more than ten laslll-ls at one time and for one offence, unless the owner, attor ney, guardian, executor, administrator, or overseer, of such planta tion or settlement, having such slave in his care, or keeper of such workhouse, or keeper of such gaol shall be present; and that no such owner, attorney, guardian, executor, administrator, or overseer, work house-keeper, or gaol-keeper, shall, 011 any account, punish a slave with more than thir'i'y-nine lashes, at one time, or for one o?'cnce, nor in?ict, nor suffer to be in?icted, such last mentioned punishment, nor any other number of lashes 011 the same day, nor until the delin quent has recovered from the effect of any former punishment, under a penalty of not less than ten pounds, nor more than twenty pounds for every offence.
