Telecommunications regulation was introduced by Law 2001-15 on the Telecommunications Code. In 2011, the State of Senegal adopted a new Telecommunications Code, transposing EU legal standards. The aim of this reform is to give the regulator the status of an independent administrative authority, and to introduce new regulatory levers such as unbundling and infrastructure sharing. In this book, the author, a key player in the reform, gives an account of it and raises the current challenges of regulation with the transition from analog to digital television. After arguing that interconnection is the Gordian knot of regulation, he proposes solutions to interconnection disputes, and argues for an organic convergence of telecom and audiovisual regulation.
