The collapse of the Warsaw Treaty Organization as a military alliance, the new openness in East Central Europe, the breakdown of the Council of Mutual Economic Assistance, and the necessity of modern technology, banking, and telecommunications equipment for the transformation of Eastern European economies have called into question the fundamental rationale for continued Western controls on exports to the East.
