The bill also transfers a major part of the operation and mainte nance costs to epa. Omb has estimated that these changes would not increase the Federal Government's spending authority. We have found that these estimates of operations and maintenance costs vary significantly, and some are much higher than those used by omb.
As a result, I would like to caution that it is quite possible that the cost-share formula now contemplated under the bill could end up costing the Federal Government more money than what we now anticipate.
