In 1807 this man, possessed by the greatness of a region he had seen only through other men's eyes, urged the government to build and garrison a line of posts along the Missouri and the Columbia to the sea-otter coast, that American trade and American blood might follow this line of strongholds and spread up and down the western shore as it had done upon the Atlantic.

Official Washington read the communication, acknowledged its receipt and added it to the long row of musty files.
