The purpose of this dissertation is to identify the conditions under which the EU influences the legislation of German student migration policy. It examines how the EU has influenced Germany's student migration policy and the extent to which it has impacted local institutions, policies, and political processes. The paper also looks at the literature on the EU's impact on Member States and the limited literature on Germany's response to the EU's growing influence. The dissertation provides ideas on how to assess the relationship between the EU and Germany and examines the potential for 'venue-shopping' as a possible approach.
