Firstly I defined the Introduction which is base on the scenario of Community Development department. community Development department have many projects such as labor, cooperative, Special Education, Social welfare, sports and culture and community organization. community Development department try to improve the economic, social and cultural conditions of people, communities and society and they try to enable the people to live their own life and also try that they take full parts in national affairs and for the betterment of society. then we see the units and functions of social welfare department and also see that what is the duty of social worker. after this we will see that what is Non Governmental Organizations, their types and also their registration process and then we will see different Non Governmental Organizations and their works and in last we will see the criticism on these non governmental organizations and social welfare departments and suggestion that how to improve their quality of work and what is the real welfare of people.
