This is book 16 of the Shine of the Moon series.
Shine of the Moon, a 34th century hybrid cat/human, joins forces with goblin teenagers Shadow on the Rose and Breeze through the Grass to try to rid the land of the thousands of ghosts left after one of the four Horsemen of the Apocalypse, Pestilence, brought a plague to the land. Their quest leads them into the mythical underworlds, through the land of Death and beyond.
