More than anything in the world, little Joe wanted to grow up and become a police officer just like his dad. The problem was, Joe was born with birth defects giving him a speech impediment, bad eyesight, and flat feet. The bullies at school all made fun of him every day, but Joe ignored them. When he finished school, he applied for lots of police jobs, and one day his prayers were answered. If he could pass the police academy the city would give him a job as a police officer. But could he do it?
