Excerpt from Second Annual Report of Inspection of Factories in Michigan

It was impossible, with the appropriation made, to put an inspector into the fifth inspection district, comprising the counties in the upper penin sula. Neither was it possible to make an adequate inspection in the lower peninsula, north of Bay City and Muskegon.
During the year 1894, factories were inspected. At the time of inspection these factories employed persons. Before the business depression, commencing in 1893, these factories employed more than persons. Of the factories inspected, were running full time, 490 were running part time and 363 were idle.
Since the inspection law went mto effect there has been 2, 645 changes ordered. These changes embrace 132 fire escapes, 292 elevators protected, and a large number of changes relating to blowers or dust arresters, saws belts, sanitary regulations, and others of minor importance.
