O'Reilly was an investigative reporter for the Miami Herald until one night, while along on a drug bust, a thirty-eight slug caromed off a brick wall and shattered his knee. No more chasing leads, so he retired and spent most of his savings on a sport fishing boat and while meandering up the intercoastal waterway he found Sebastian and a new career as a charter boat captain. He doesn't like the term but he is a detective of sorts. He uses his old connections to help people now and then. Sometimes legal, and sometimes he treads a fine gray line into the "not so" legal. In San Sebastian Blues terrorists have disturbed the tranquility of his nice little town, therefore disturbing the Karma (whatever that is) of Tommy O'Reilly.
