Sec. 5. When a question is under debate, no motion Order of me shall be received but to adjourn; to lay on the table; to ms' order the previous question; to postpone to a day certain, to commit; to amend; or to postpone indefinitely; which several motions shall have precedence in the order in which they are above named; and motions to lay on the table or to take from the table Shall be decided without debate. Sec. 6. A motion to adjourn shall be always in order, Adjournment, unless a member has the floor, or a question has been put and not decided, and shall be decided without debate; provided, that any member, who wishes to introduce new business, may state briefly his desire before the question is put on _the motion to adjourn. Sec. 7. No member shall speak more than once, nor Limit to speak 10nger than ten minutes, on any question, until every mem ing. Ber who chooses has Spoken thereon. Sec. 8. Every member present, when a question is put, Members to shall vote thereon, unless excused by the Board before the me vote is taken. Sec. 9. The Chairman shall vote in all cases of ballot Vote of Chair whenever the Board is equally divided whenever his vote, man' if given with the minority, would defeat a measure; and on proposed changes in books; but he may vote in all other cases.
