This contrast means, I take it, not that Scotch shepherds or merchants knew more classics, or cared more for them, than our Coventry mason, or Robert Laneham, but that the writer of the Oomplaynt was a far more 'bookish' man - he's brimfull of classics - than Laneham, our London mercer.
