Not all mineral sites are reclaimed to satisfactory standards and this study considers the need for additional instruments to bring about satisfactory restoration. It has been carried out as part of the Government's commitment in its response to the findings of the Stevens Committee, "Planning Control over Mineral Workings" (HMSO, 1976) to keep under review the effectiveness of restoration conditions and to examine whether additional measures could achieve better or more rapid results in practice. Specifically, the study considers whether the introduction of restoration bonds or levies would be appropriate.
