It would be showing little knowledge of England to believe that, through the fear, perhaps chimerical, of losing her self-governing colonies she will ever consent to run the risk of becoming in her turn the dependency of her dependencies.

There is one thing which the progress made has not been able to end it is the absence of contiguity between the different parts composing the Union. In this sense the sea has remained, and always does remain, an abyss. An immense territory like that of the United States comprises regions which differ from one another in every respect but the road between them passes through intermediate regions which partake at the same time pi the characteristics of both of them. In the Empire there is nothing e this.
