The Criminal Justice Act, 1991 (CJA) introduced significant changes in the way young offenders are dealt with at each stage of the criminal justice system. Nine months after its implementation, an inspection of the Youth Justice Services in the social services departments of five local authorities took place, to establish what progress had been made in implementing the key requirements. The overall picture was of a developing pattern of services, with significant variations between authorities.
