Chief J ustiee, when present, will preside in both in his absence the presiding judge. The Chief Justice at any tine may change a justice from one department to the other. By order of the Chief Justice, a case may be heard by the court sitting in bane, either before or after argument. In any case heard before a department, three justices must concur to render a valid judg.
