Association and of this Association, it was decided, however, not to attempt to secure any amendments to the bill. Much as both bodies regretted any abandonment, even temporarily, of the plan of removing the correctional institutions to Riker's and Hart's Islands, the conditions prevailing in the Tombs and also in the Penitentiary were so terrible and called so urgently for relief that it was felt that we should not be justified in imperiling the passage of the bill by offering amendments. The passage of the bill seemed at that time most uncertain, and it was thought by all concerned that any amendment whatever would be fatal.
