The price of labor is not considered as a formidaw hie obstacle, ecause whatever it may be, it equally affects the expense of transportauon, which is saved by the improvement, and that of effecting the im provement itself. T he want of practical knowledge is to'longer felt and the occasional in?uence of mis taken local interests, in sometimes thwartmg or giv ing an improper direction to public improvements, arises from the nature of man, and is common to all countries. The great demand for capital in the United S ates, and the extent of ter11tory compared with the population, are, it is believed, the hue causes which prevent new undertakings, and render those already 1,1ccomplishcd less profitable than had been expected.
