The 1989 Local Government and Housing Act gave local authorities the power to establish renewal areas. This monograph presents the findings of the first major survey to assess the response of local authorities to this new policy initiative. It examines the level of declarations and the reasons why only a limited number of authorites have chosen to declare renewal areas. The paper also explores the characteristics of declared areas, management structures, community prepraration, and the views of local authority officers on the new policy regime.
