No political party has ever made the provision of adequate, affordable childcare a priority. This study sets out to assess the effect of recent government initiatives such as the Under Fives Initiative, the Play Policy, Information and Referral Services for childcare on the one hand, and the Inland Revenue's decision to tax employees for the benefits of subsidized places in employer's nurseries, and the Government's lack of action in response to the proposal for a European Directive on parental leave. These are considered in the context of wider economic, demographic, social and political changes.
