The president said that public attention had been justly called to the high rate of mortality in the city of Manches ter and its adjoining borough Salford. One of the leading newspapers had lately stated that the gigantic infant mortality of our great towns is notorious. In some parts of Liverpool for example 58 per cent of the children under one year of age die, while in other districts of the same town only 5 per cent die.
