The advantages to a national system of education of possessing a well-trained staff of teachers have been decisively established by the educational history Of this and other countries during the past twenty years, that I am relieved from the necessity of dwelling upon them. It is sufficient to say that the value and the necessity of training become increasingly Obvious at every stage of our educational progress, and that it is now universally acknowledged that a trained teacher is by virtue Of his training a more efficient workman.
