How does estate-based housing management compare with the more traditional, more centralized management on other comparable estates? This is the summary report of a major two-year evaluation of five priority housing estates. Five local authorities participated in the study: Bristol, Haringey, Hull, Stoke and West Lancashire. The study considers whether the introduction of locally-based services and staff and the encouragement of tenant participation in management has been cost effective from a variety of points of view.
