Excerpt from Prefix to Statutes, 1922: Containing an Order of His Majesty in Council Fixing Date of Termination of War With Hungary, the Proclamation of His Majesty Concerning Ensigns Armorial of the Dominion of Canada
And whereas by the Treaties of Peace Act, 1919, it was provided that the Governor in Council might make such appointments, establish such offices, make such Orders in Council, and do such things as might appear to him to be necessary for carrying out the Treaties, and for giving effect to any of the provisions of the Treaties, and that any Order in Council made under that Act might provide for the imposition by summary process or otherwise of penalties in respect of breaches of the provisions thereof, and that any expense incurred in carrying out the Treaties should be defrayed out of the moneys provided by Parliament; And whereas it is necessary for carrying out and for giving effect to certain sections of the Treaties and for performing the obligations of Canada arising thereunder that the provisions hereinafter contained should have effect.
