This paper was originally published in January 1995, as part of the Post-Soviet Business Forum (PSBF) at the Royal Institute of International Affairs, London. The PSBF publishes timely and concise analyses of events in the former Soviet Union for a wide range of readers in business, government, academia and other fields. Since its inception in 1992, PSBF papers have concentrated on such themes as the conversion of defence industries, the economies of Central Asia and Caucasus, the Russian Far East, the oil and gas industry, and regional patterns of foreign investments in the Russian Federation. Since they present up-to-date information and analysis, primarily for members of the business community, PSBF papers clearly run the risk of being quickly overtaken by events. However, it is hoped that several sections will still be of interest to specialists and general readers alike.
