With the failure of both modernization and dependency approaches to account for the increasing differentiation among Third World countries in the last decade, more specific political factors and the role of the state in social and economic development have attracted renewed interest. This study explores why the three East African states, under similar regional and external conditions, have taken such differing development paths since their independence.;Drawing on fieldwork in Kenya, Tanzania, and Uganda and on their comprehensive statistical analyses, the authors investigate the factors that have contributed to the emergence of each of the three systems and assess its respective performance with regard to a wide range of social and economic indicators. Their results underline the importance of the ongoing debate about Africa's political and economic problems and point to some possible remedies for African regimes.
