In the 1990 white paper "This Common Inheritance", the Government considered the relationship between planning and waste management controls and pollution. The objective of the analysis was to provide information for the preparation of a "planning policy guidance note". This report details the study into concerns about the relationship between development, pollution and planning systems. These concerns were brought about for a number of reasons, not least the growing public awareness about pollution and the effects on the environment. The report concludes with recommendations on the content of a national planning policy guidance.
