The manual is formatted to accommodate students with or without learning disabilities. The Place Value City Math Tutorial should be used shortly after introducing place value concepts. It will enhance the knowledge and understanding through repetition and visual manipulation. Once students understand the mechanics of the program, they will feel more comfortable with number values. Then they can build cities and towns using PVC concepts.
