The four main themes are: the literacy problem in South Africa, the future status and functions of indigenous African languages, arguments for and against retaining Afrikaans and English as official languages, and issues on language planning such as the constitutional entrenchment of language legislature, and the problems Namibia has experienced with the implementation of its language policy.
