Permitted Development Rights (PDRs) are general permissions given in advance for certain defined classes of development, which remove the need to apply for specific planning permission. The working of the present system of PDRs for agriculture and forestry in England and Wales is examined in this reasearch commissioned as part of the Department of the Environment's Planning Research Programme. Possible changes were proposed in a 1990 Government Consultation Paper and these amendments are also assessed and the implications for farmers, foresters, planning authorities and the general public are discussed.
