If Charles Lamb had been an American by birth, as he is certainly an American by affectionate literary adoption, he would have added probably to his list of Popular Fallacies the pleasing delusion that a republic is a self-adjusting system of liberty and equal rights, and that to upset a throne is to set up justice. When Voltaire was insulted by the London mob for being a F rench man, an offence which John Bright said is forgiven by John Bull only with the greatest reluctance, the Frenchman turned upon the steps as he entered the door, and, with exquisite sarcasm, appealed to the nobleness of the English character, and complimented the mob upon their institutions and love of liberty. Voltaire knew that in England the surest appeal was to the national self-com placency, a virtue which is not wanting to the English-speaking race wherever it is found.
