There is every reason to believe that the government of F rance intended to make the un fortunate emperor of Hindostan the main instrument of their designs in India, and to avail themselves of the authority of his majesty's name to te-establish their in?uence and power. A plan to this effect was actually submitted to the chief consul of F rance, in 1801, by an o?icer who afterwards accompanied general Decaen to India in 1803. A copy of this plan is now in the possession of the governor general.
