The current policy agenda for neighbourhood renewal, best value and community planning has highlighted the contributionof resident involvement, local service partnerships and the need for accountable service delivery. In this context, there is growing interest in any successful examples of responsive, neighbourhood-based initiatives which involve the reshaping of mainstream service delivery - not just exceptiona, high profile interventions for 'difficult' areas.;This report charts the development of a Neighbourhood Agreement (or 'estate contract') involving a range of service providers in the mixed tenure area of Foxwood in York. It shows what can be achieved through rethinking traditional approaches to service delivery, with little reliance on any additional funding or support. The report charts the changing perceptions and contributions of the key players involved in developing the agreement over a three-year period. It assesses the main achievements and difficulties encountered along the way, and tracks the response of the local community.
