Mr. Mchugh. Good afternoon. This meeting is called to order. Today, the Panel on Morale, Welfare and Recreation holds its first of two hearings as part of the deliberations on the fiscal year 1996 defense authorization bill.

Over the past several years, us. Forces have been called upon to do more with less and less. These forces have answered the call repeatedly. As a result, this Nation, this Congress, and ultimately this Panel must respond in kind to provide a quality of life for our men and women in uniform which recognizes their dedication and sacrifice. The key to this is a strong morale, welfare and recreation program.
