The payments are scarcely of the kind which would be expected from the title of secret services. They are principally divisible into two great classes: 1. Extra ordinary expenses incident to the management of the King's private estate, and the repairs and improvements of the royal residences; and 2. Payments and allowances to private persons, for services rendered to the crown.
