Planned originally to meet the needs of those University students who are expected to show a general knowledge of modern constitutions, and who lack the time or the energy to gather the requisite information by a wide course of varied reading, this little book has been put together in the hope that it may prove equally serviceable to the busy general reader who is desirous of acquiring an insight into the same subject, if only in order to follow without difficulty the foreign intelligence in the daily papers. The writer has aimed at producing, not a complete encyclopedia of constitutional facts, but a brief read able introduction to a complex subject. With that end in view, he has endeavoured, by a rigorous subordination of the insignificant, and a still more rigorous excision of everything that is irrelevant to his main purpose, to compress his material within the narrowest possible compass. The subject is one on which many lengthy volumes might easily be com piled. The writer of this, while seeking to present something more than a bare skeleton of dry facts, has aimed, first and last, at the merit of brevity.
