Publisher's Synopsis

Excerpt from Management of Technology in Centrally Planned Economy

With a view to comparing the patterns of management of technology (not management of science) between the East and the West, this paper will focus on systematically determined issues relating to the centrally planned system. Though policy decisions, economic situations, development stage, historical loci and many other aspects specific to individual programs and countries cannot be overlooked, only those which can rather reasonably be attributed to systemic character will be discussed. Because of the difficult access to reliable information1 and the language barrier encountered in the research process,2 many reports with English language translation and personal field visit observation and impression without rigorous data support have to be relied on. It is hoped that these limitations would not seriously hamper the objective in this research to grasp the main threads for a brief pattern analysis.
