This paper provides guidance on licensing, in principle and in practice, for waste management sites of all kinds. It describes the aspects of legislation which have a direct bearing on the licensing and registration of metal recycling sites (MRS); explains the purpose of licence conditions and their role in improving operational standards; deals with determining whether an applicant for a licence is a fit and proper person as defined in the Environmental Protection Act 1990; gives advice on the considerations to be applied to applications for MRS licences and the drafting of suitable conditions; deals with the monitoring and inspection of MRSs; and describes the considerations for restoration and completion of MRSs.
