They owe their vitality and strength, and most of the finer characteristics which make them almost unique in the history of colonization, to very different causes: to the policy of non-interference, to the studied avoidance of aggression, to toleration and generous amity between con?icting creeds and diverse races, to Liberal principles and Liberal ideas.
