Le sénatus - consulte abandonna avant 1870 en toute propriété aux douars indigènes hectares de forèts à titre de cantonnement de leurs droits d'usage. Ce fut l'origine des bois communaux qui n'existaient pas auparavant en Algérie quelques dotations forestières furent en outre accordées aux communes et aux centres de colonisation.
