"... Dans la série des épreuves que nous avons à subir, les ateliers nationaux ne sont pas celle dont le souvenir sera le moins utile à conserver. Ce n'est pas que l'invention soit nouvelle. A toutes les époques, lorsqu'une calamité subite a frappé des populations, l'administration s'est appliquée à mettre à leur portée des travaux accessibles aux bras les moins exercés, et si, dans de pareilles circonstances, elle cherchait plutôt à soulager des souffrances qu'à réaliser d'utiles entreprises, du moins le recours à ces remèdes ruineux était essentiellement temporaire. Il n'en est plus de même aujourd'hui. Les ateliers nationaux tendent, en principe, à prendre rang parmi nos institutions, et en pratique à s'étendre comme une plaie dévorante sur toute la surface de notre pays. L'établissement de ces ateliers est une conséquence juste, logique; forcée, de doctrines économiques qui, depuis quatre mois, envahissent l'administration. Il est, en effet, des misères engendrées par les vices des individus, il en est qui sont causées par des calamités naturelles, et, si graves qu'elles soient, la responsabilité des unes ni des autres ne pèse sur les gouvernements; mais lorsque ceux-ci, par la précipitation de leurs actes, la témérité de leurs engagements ou les erreurs de leur politique, éloignent eux-mêmes la confiance, paralysent les capitaux, suspendent le travail privé, il leur serait difficile de refuser des ateliers nationaux aux ouvriers sortis des ateliers particuliers qui ont été mis dans l'impuissance de fonctionner. En nous résignant aux maux qu'a déjà faits cette institution, disons bien haut que la permanence des ateliers nationaux et l'extension qui en deviendrait la suite inévitable suffiraient à la ruine des finances et de l'industrie de la France, et travaillons à les empêcher de s'enraciner davantage..."
