Viewing this morning's hearing over and above its purely local as 'peets, however, the matter is of utmost importance in the Nation's fight against delinquency. We will be reaching critical times in the next decade in our efforts to control delinquency. Even if we succeed in keeping the delinquency rate at the level it is today, the tremendous increase in the teen - age population in the next 4 or 5 years will pose a grave problem to our already overburdened institutions handling delinquent youth.
