The necessity for improved methods Of over sea transport for troops and war material had. Among other things, become obvious. In the meantime similar difficulties had been encountered in the movement of the first expedition to the Philippines. On the Pacific coast, as on the Atlantic seaboard. It became evident that suitable vessels for the transport Of an increasing army rendered necessary by the in surrection of the Filipinos, could hardly be obtained. The ocon pation of Cuba and Porto Rico also demanded a continuous ocean service which commercial lines were unable to furnish in a satis factory manner.
