Thousands were sent to the German-occupied Soviet territory of Moghilev in the Ukraine. With Moghilev in ruins and no food or shelter for the surviving deportees, Jagendorf persuaded the Romanian Prefect to allow him to recruit a task force to repair the city's non-functioning electrical system and to restore the iron works. Electricity was restored, and Jagendorf's work crews soon grew to hundreds and then thousands.
